La dette de Tiss\u00e9o s&rsquo;\u00e9l\u00e8ve d\u00e9j\u00e0 \u00e0 pr\u00e8s d&rsquo;1,4 milliard.<\/p>\n<div id=\"pub_dfp_article\" class=\"pub \"><\/div>\n<p>Le trac\u00e9 de la 3e ligne de m\u00e9tro sera pr\u00e9sent\u00e9 ce vendredi 18 d\u00e9cembre. Mais comment financer ce projet majeur ?<\/p>\n<p>Le candidat Jean-Luc Moudenc a estim\u00e9 son co\u00fbt \u00e0 1,445 milliard d&rsquo;\u20ac lors de la campagne municipale de mars 2014 pour 17 km de long.<\/p>\n<p>Ses opposants parlent plut\u00f4t d&rsquo;1,7 milliard.<\/p>\n<div id=\"tt-wrapper28a194d\" class=\"tt-wrapper inread \">\n<div id=\"tt-container28a194d\" class=\"tt-container inread \">\n<div id=\"tt-viewport-bottom28a194d\" class=\"tt-viewport-bottom inread \"><\/div>\n<\/div>\n<\/div>\n<p>La ligne B de Rennes, seule ligne de m\u00e9tro automatique en construction en France, qui utilisera le nouveau Cityval de Siemens, plus large mais plus court que le Val toulousain (2m65 contre 2m08, rames de 22 m au lieu de 26 m, quais de 35 m au lieu de 52 m), mesure 13 km de long dont 8,6 km de tunnel et le reste en tranch\u00e9e couverte et viaduc (a\u00e9rien), avec 15 stations.<\/p>\n<p>Son co\u00fbt ? 1,19 milliard, financ\u00e9 par 220 millions d&rsquo;\u20ac de subventions (Etat et R\u00e9gion pour 90 millions chacun, D\u00e9partement 30, Europe 10), 40 % d&#8217;emprunts (dont un pr\u00eat de 300 millions de la Banque europ\u00e9enne d&rsquo;investissement-BEI) et 40 % d&rsquo;autofinancement. Les pr\u00eats contract\u00e9s pour la ligne A (inaugur\u00e9e en 2002) ont \u00e9t\u00e9 rembours\u00e9s en 2010 par anticipation.<\/p>\n<p>Ce n&rsquo;est pas le cas du SMTC qui tra\u00eene depuis 2007 (date de mise en service de la ligne B), une dette de 1,376 milliard d&rsquo;\u20ac, soit \u00e0 peu pr\u00e8s le co\u00fbt de la 2e ligne toulousaine. Sacha Briand, grand argentier de l&rsquo;autorit\u00e9 organisatrice des transports, annonce que la courbe de la dette va enfin baisser apr\u00e8s 2024, augmentant m\u00e9caniquement la capacit\u00e9 d&#8217;emprunt du SMTC, d&rsquo;autant plus si la r\u00e9gie ma\u00eetrise ses co\u00fbts de fonctionnement, op\u00e9ration lanc\u00e9e avec le s\u00e9rieux tour de vis programm\u00e9 en 2016.<\/p>\n<p>La 3e ligne, avec 17 km au plus court, et des trac\u00e9s \u00e9tudi\u00e9s cet \u00e9t\u00e9 entre 20 et 25 km de long, risque donc bien de d\u00e9passer 1,4 milliard. Une chose est s\u00fbre : il y a peu de chance d&rsquo;obtenir les 250 millions du D\u00e9partement ou les 200 millions de l&rsquo;Etat annonc\u00e9s pendant la campagne. On verra peut-\u00eatre, vendredi, si les 100 millions, esp\u00e9r\u00e9s sur la ren\u00e9gociation en cours des concessions de parkings toulousains, sont au rendez-vous.<\/p>\n<p>Le projet pourra en revanche compter sur les 650 millions d&rsquo;\u00e9conomies sur les projets abandonn\u00e9s (tram Canal, BHNS Ouest et autres BHNS remplac\u00e9s par des Lin\u00e9o moins co\u00fbteux), surtout si le prolongement de la ligne B \u00e0 Lab\u00e8ge est renvoy\u00e9 aux oubliettes. La \u00absolution ing\u00e9nieuse pour d\u00e9sengorger la ligne A du m\u00e9tro\u00bb (ne pas s&rsquo;arr\u00eater dans certaines stations), qui devait rapporter 165 millions, s&rsquo;est, elle, perdue en route, inapplicable.<\/p>\n<p>Les sp\u00e9cialistes financiers de Tiss\u00e9o comptent en fait beaucoup sur l&#8217;emprunt : l&rsquo;argent coulerait \u00e0 flot \u00e0 tr\u00e8s bas taux au niveau europ\u00e9en. A Rennes, la ligne B a \u00e9t\u00e9 en partie financ\u00e9e par une hausse de 2 % de la fiscalit\u00e9 locale. A <a href=\"http:\/\/www.ladepeche.fr\/communes\/toulouse,31555.html\">Toulouse<\/a>, c&rsquo;est d\u00e9j\u00e0 fait, mais de 15 points (Ville et M\u00e9tropole). Une nouvelle hausse serait malvenue\u2026<\/p>\n<p>En revanche, une privatisation de Tiss\u00e9o pourrait \u00eatre rendue obligatoire par les contraintes impos\u00e9es \u00e0 la r\u00e9gie.
