Le PLB (Prolongement de la ligne B) du m\u00e9tro \u00e0 Lab\u00e8ge concerne un bassin de vie de 70 000 personnes, qui accueille mille nouveaux habitants chaque ann\u00e9e. La zone compte \u00e9galement 3000 \u00e9tudiants et 20 000 salari\u00e9s, au sein de 900 entreprises.<\/p>\n<p>Ceux qui vivent et travaillent dans le sud-est toulousain le savent parfaitement : Lab\u00e8ge-Innopole est un v\u00e9ritable goulot d&rsquo;\u00e9tranglement. C&rsquo;est le cauchemar de tous les automobilistes, qui, matin et soir, s&rsquo;y rendent ou sont oblig\u00e9s de traverser la zone pour des raisons professionnelles ou pour aller y faire leurs courses.<\/p>\n<p>Avec des trafics sup\u00e9rieurs \u00e0 20 000 v\u00e9hicules par jour, les axes qui permettent de relier Lab\u00e8ge (RD2, RD16, RD813 et RD4) sont, eux aussi, totalement satur\u00e9s. Et les embouteillages de Lab\u00e8ge Innopole ont des r\u00e9percussions sur tout le p\u00e9riph\u00e9rique au sud de Toulouse. Ce n&rsquo;est sans doute pas un hasard, justement, si l&rsquo;A620, est, avec ses 23,6 km de bouchons quotidiens en moyenne, l&rsquo;axe le plus embouteill\u00e9 de France.<\/p>\n<p>\u00abL&rsquo;agglom\u00e9ration toulousaine est globalement tr\u00e8s en retard en termes de transports en commun, ass\u00e8ne Jacques Oberti, le pr\u00e9sident du Sicoval, qui regroupe 36 communes du secteur. Ce projet de prolongement de la ligne B a mis quinze ans \u00e0 aboutir. La commission d&rsquo;enqu\u00eate publique a donn\u00e9 un avis favorable avant l&rsquo;\u00e9t\u00e9, la Pr\u00e9fecture avait autoris\u00e9 le d\u00e9but des travaux du PLB sous r\u00e9serve de mesures de compensation environnementales, le financement \u00e9tait boucl\u00e9 mais la d\u00e9cision finale revenait \u00e0 Toulouse M\u00e9tropole. En janvier, nous avons donc commenc\u00e9 les n\u00e9gociations finales avec la m\u00e9tropole. Mais il s&rsquo;est vite av\u00e9r\u00e9 que c&rsquo;\u00e9tait le pot de terre contre le pot de fer.
