{"id":2530,"date":"2018-03-12T12:04:46","date_gmt":"2018-03-12T11:04:46","guid":{"rendered":"http:\/\/autate.fr\/site\/?p=2530"},"modified":"2018-04-04T19:51:11","modified_gmt":"2018-04-04T17:51:11","slug":"mobilites-du-quotidien-le-rapport-duron","status":"publish","type":"post","link":"https:\/\/autate.fr\/site\/mobilites-du-quotidien-le-rapport-duron\/","title":{"rendered":"Mobilit\u00e9s du quotidien : le rapport DURON"},"content":{"rendered":"<p>L\u2019actualit\u00e9 sur le rapport Spinetta et le projet de suppression du statut des futurs cheminots a fait passer au second plan le rapport Duron sur le financement des infrastructures de transport.<\/p>\n<p>Philippe Duron a \u00e9t\u00e9 nomm\u00e9, dans le cadre des assises de la mobilit\u00e9, pr\u00e9sident du conseil d&rsquo;orientation des infrastructures de transport (vocation \u00e0 \u00eatre p\u00e9renne) qui prend la suite d&rsquo;une commission Duron des infrastructures mises en place par le gouvernement pr\u00e9c\u00e9dent. Son objet : \u00e9valuer la capacit\u00e9 de financement des infrastructures de transport mais aussi de mobilit\u00e9 (pistes cyclables, p\u00f4les d&rsquo;\u00e9changes multimodaux, cheminements pi\u00e9tons) et \u00e9tablir des priorit\u00e9s sur leur financement.<\/p>\n<p>3 sc\u00e9narios ont \u00e9t\u00e9 \u00e9labor\u00e9s\u00a0:<\/p>\n<ul>\n<li>Le sc\u00e9nario 1 est celui dans lequel l&rsquo;Etat prolonge la trajectoire financi\u00e8re d\u00e9j\u00e0 act\u00e9e pour 2018-2020 sur les ann\u00e9es ult\u00e9rieures (48 Md \u20ac en 20 ans). C&rsquo;est d\u00e9j\u00e0 de 25% sup\u00e9rieur \u00e0 la d\u00e9pense de la p\u00e9riode 2012-2016 qui avait par exemple permis sur le ferroviaire de lancer un plan de r\u00e9g\u00e9n\u00e9ration du r\u00e9seau (mais \u00e0 ce rythme il faudrait plus de 10 ans pour le mettre r\u00e9ellement \u00e0 niveau), de remettre \u00e0 niveau l&rsquo;entretien des routes nationales qui avaient \u00e9t\u00e9 d\u00e9laiss\u00e9es d&rsquo;o\u00f9 ensuite des co\u00fbts plus \u00e9lev\u00e9. Durant cette p\u00e9riode, les aides aux investissements des collectivit\u00e9s sur les transports urbains ont \u00e9t\u00e9 minimes.<\/li>\n<\/ul>\n<p>Le rapport Duron consid\u00e8re que ce sc\u00e9nario est tr\u00e8s insuffisant. L\u2019AUTATE consid\u00e8re que le sc\u00e9nario 1 qui verrait seulement le prolongement du niveau d\u2019investissement des derni\u00e8res ann\u00e9es est totalement inacceptable.<\/p>\n<ul>\n<li>Le sc\u00e9nario 2 c&rsquo;est d\u00e9j\u00e0 60 Md \u20ac en 20 ans et le sc\u00e9nario 3 pr\u00e9voit 80 Md \u20ac.<\/li>\n<\/ul>\n<p>A Toulouse, au sens du p\u00e9rim\u00e8tre Tisseo\u00a0:<\/p>\n<ul>\n<li>la r\u00e9g\u00e9n\u00e9ration des voies ferr\u00e9es n\u2019est pas impact\u00e9e parce qu&rsquo;il y a eu un plan , toujours en cours, de remise \u00e0 niveau\u00a0. Mais le rapport pr\u00e9conise le traitement du noeud ferroviaire de Matabiau, et aussi sur la modernisation des voies (signalisation en priorit\u00e9),<\/li>\n<li>l&rsquo;entretien des routes nationales n\u2019est pas non plus concern\u00e9 car, sur le p\u00e9riph\u00e9rique, les travaux d&rsquo;isolation phonique et de traitement des eaux sont en cours,<\/li>\n<li>par contre les subventions aux m\u00e9tros, tramways, LINEO sont essentielles pour le PDU de Toulouse, mais l&rsquo;Etat a depuis tr\u00e8s longtemps privil\u00e9gi\u00e9 les infrastructures les moins co\u00fbteuses et qui r\u00e9duisent la voirie\u00a0 pour favoriser le report modal. En clair, le taux de participation de l&rsquo;Etat \u00e0 la 3\u00e8me ligne de m\u00e9tro risque d&rsquo;\u00eatre assez faible.<\/li>\n<li>le rapport Duron enfin vise \u00ab\u00a0le d\u00e9veloppement des nouvelles mobilit\u00e9s par les collectivit\u00e9s\u00a0\u00bb int\u00e9ressantes mais \u00e0 traduire concr\u00e8tement : aires de covoiturage? pistes cyclables ?&#8230;<\/li>\n<\/ul>\n<p>Autres sujets trait\u00e9s : la tarification. Le rapport pr\u00e9conise un r\u00e9\u00e9quilibrage progressif entre la part pay\u00e9e par le contribuable et celle pay\u00e9e par l&rsquo;usager (actuellement de 20 \u00e0 30%). D\u00e9j\u00e0 beaucoup de collectivit\u00e9s ont relev\u00e9 leurs tarifs (ex de Nantes qui n&rsquo;arrivait pas \u00e0 financer simplement l&rsquo;entretien de ses 3 lignes de tramway).<\/p>\n<p>L\u2019AUTATE se f\u00e9licite que les toutes premi\u00e8res priorit\u00e9s soient l\u2019am\u00e9lioration de la qualit\u00e9 des r\u00e9seaux existants et le d\u00e9veloppement de la performance des transports en ville pour lutter contre la congestion routi\u00e8re et la pollution. Toutes les formes de mobilit\u00e9 sont concern\u00e9es : le ferroviaire (r\u00e9g\u00e9n\u00e9ration du r\u00e9seau, suppression de passages \u00e0 niveau, diminution du bruit et priorit\u00e9 aux n\u0153uds ferroviaires pour les nouveaux investissements Toulouse-Matabiau et les Am\u00e9nagements Ferroviaires du Nord de Toulouse (AFNT) permettant d\u2019augmenter le nombre d\u2019aller-retour TER), le routier (entretien du r\u00e9seau national revaloris\u00e9), les transports en commun en ville, les p\u00f4les d\u2019\u00e9changes multimodaux, les cheminements pi\u00e9tons et v\u00e9los, les innovations.<\/p>\n<p>L\u2019AUTATE soutient en particulier les pr\u00e9conisations du rapport relatives au d\u00e9veloppement des RER, qui rejoignent parfaitement sa proposition de r\u00e9seau de trains m\u00e9tropolitain sur l\u2019\u00e9toile ferroviaire toulousaine.<\/p>\n<p>Pour satisfaire les besoins, m\u00eame seulement les plus urgents, il faut un effort d\u2019investissement \u00e0 la hauteur des enjeux, c\u2019est vital pour l\u2019avenir de notre agglom\u00e9ration, la sant\u00e9 de ses habitants et la pr\u00e9servation de son environnement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>L\u2019actualit\u00e9 sur le rapport Spinetta et le projet de suppression du statut des futurs cheminots a fait passer au second plan le rapport Duron sur le financement des infrastructures de transport.
