{"id":2152,"date":"2017-11-29T21:08:43","date_gmt":"2017-11-29T20:08:43","guid":{"rendered":"http:\/\/autate.fr\/site\/?p=2152"},"modified":"2017-12-14T09:11:12","modified_gmt":"2017-12-14T08:11:12","slug":"2152-2","status":"publish","type":"post","link":"https:\/\/autate.fr\/site\/2152-2\/","title":{"rendered":"Suite \u00e0 l&rsquo;\u00e9tude du Conseil scientifique sur le RER&#8230;"},"content":{"rendered":"<p align=\"CENTER\">\u00c9L\u00c9MENTS DE R\u00c9PONSE au Conseil scientifique ET GROUPE MIROIR post-d\u00e9bat 3<sup>\u00e8me<\/sup> ligne de m\u00e9tro<\/p>\n<p align=\"CENTER\">mercredi 29 novembre 2017<\/p>\n<p>Suite \u00e0 l&rsquo;<a href=\"https:\/\/autate.fr\/site\/wp-content\/uploads\/2017\/11\/ConseilScientifique.-Avis-sur-Etoile.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Avis du Conseil Scientifique sur l&rsquo;\u00e9toile ferroviaire<\/strong><\/a>, nous nous interrogeons sur certains \u00e9l\u00e9ments \u00e9nonc\u00e9s et avons regroup\u00e9 nos interrogations en 4 volets :<\/p>\n<p><u>Question 1 : l&rsquo;AUTATE interroge le Conseil Scientifique sur le volet financier de cette \u00e9tude et pose la question du v\u00e9ritable co\u00fbt :<\/u><\/p>\n<p>&#8211; Le co\u00fbt total de 3.5 milliards d&rsquo;Euros int\u00e8gre <strong>des investissements d\u00e9j\u00e0 programm\u00e9s ou en phase d&rsquo;\u00e9tude<\/strong> (AFNT, finalisation du doublement Ar\u00e8nes-Colomiers). De plus ces co\u00fbts int\u00e8grent un <strong>financement partag\u00e9 entre un nombre sup\u00e9rieur d&rsquo;acteurs<\/strong> que le Projet Mobilit\u00e9s actuel, et b\u00e9n\u00e9ficient \u00e0 d&rsquo;autres syst\u00e8mes de d\u00e9placements tels que le TGV, les TER, les Intercit\u00e9s. <strong>Le co\u00fbt du RER couvre des besoins de d\u00e9placements \u00e0 diff\u00e9rentes \u00e9chelles<\/strong>.<\/p>\n<p>&#8211; Le doublement envisag\u00e9 de la voie sur 150 km entre Rouffiac et Tanus est relatif \u00e0 une \u00e9tude de desserte au 1\/4 d&rsquo;heure entre Toulouse et St Sulpice faite il y a quelques ann\u00e9es. (Ce qui a \u00e9t\u00e9 dit lors de la premi\u00e8re r\u00e9union). Or, le projet de l&rsquo;AUTATE mentionne un cadencement au 1\/4 d&rsquo;heure<strong> uniquement sur la partie d\u00e9j\u00e0 \u00e0 double voie entre Rouffiac et Matabiau<\/strong>. Le doublement jusqu&rsquo;\u00e0 Tanus semble donc hors de propos.<\/p>\n<p><u>Question 2 : l&rsquo;AUTATE interroge le Conseil Scientifique sur l&rsquo;analyse urbaine r\u00e9alis\u00e9e par le Conseil Scientifique :<\/u><\/p>\n<p>&#8211;<strong> L&rsquo;aire d&rsquo;influence d&rsquo;une gare est fix\u00e9e \u00e0 10 minutes<\/strong>. Il n&rsquo;est pas mentionn\u00e9 s&rsquo;il s&rsquo;agit de 10 min en voiture ou \u00e0 pied. Selon les chiffres de population, il semble que ce soit \u00e0 pied, or l&rsquo;on sait que <strong>la zone<\/strong> <strong>d&rsquo;influence d&rsquo;une gare va bien au del\u00e0 de 10 minutes \u00e0 pied<\/strong> en particulier si le <strong>p\u00f4le d&rsquo;intermodalit\u00e9<\/strong> qu&rsquo;est la gare b\u00e9n\u00e9ficie d&rsquo;un bon syst\u00e8me de rabattements en transports en commun et de parkings relais (v\u00e9lo et voiture). Pour prendre l&rsquo;exemple de la gare de Portet-St-Simon, la zone d&rsquo;influence peut inclure les villes de Cugnaux et Villeneuve-Tolosane.<\/p>\n<p><u>Question 3 : l&rsquo;AUTATE interroge le Conseil Scientifique sur la participation de la R\u00e9gion Occitanie dans cette \u00e9tude :<\/u><\/p>\n<p>Malgr\u00e9 de nombreux arguments \u00e0 charge dans cette \u00e9tude qui semble accr\u00e9diter l&rsquo;id\u00e9e que le RER est inadapt\u00e9 et trop cher pour la m\u00e9tropole toulousaine, nous notons cependant que les conclusions proposent d&rsquo;<strong>anticiper la mise en place d&rsquo;un RER \u00e0 plus long terme<\/strong>.
